Rock Hill Officer Charged with DUI in Fort Mill

A Rock Hill police officer is on “procedural suspension” and being charged with driving under the influence (DUI).  Police report that he was driving his Chevrolet Malibu down Main Street around 1:20 a.m.

It was reported that he was driving fast enough that when he went over railroad tracks his car bottomed out.  The officers who pulled the car over could smell a strong odor of alcohol emanating from the driver.  The driver then proceeded to fail several field sobriety tests.

He was taken to the Tega Cay Police Department where he failed to give a breath sample.  He was immediately given his notice of suspension form.  The man was driving an unmarked vehicle, and the report did not state whether it belonged to Rock Hill Police.

The South Carolina Alcohol and Drug Safety Action Program (ADSAP) is a statewide education and treatment program for the following:

–          Individuals who are convicted of driving under the influence (DUI);

–          Individuals who are referred by the South Carolina Department of Natural Resources for Boating Under the Influence; and

–          Individuals whose licenses are suspended through the state’s Administrative License Revocation (ALR) procedure.  Drivers fall into this category if they are charged under the provisions known as “zero tolerance” (which targets drivers under age 21) or “.15” (which is in addition to a charge of DUI for drivers of any age who operate a vehicle with a blood alcohol concentration (BAC) or .15 percent or greater). An individual also is subject to ALR if he refuses to take a blood, breath, or urine test for the presence of alcohol or other drugs.

–          ADSAP is available throughout the state of South Carolina in each of it’s 46 counties, and can help to mitigate charges people face as a result of alcohol related offenses by compliance with them.

Stages of Acute Alcohol Influence/Intoxication

When a person makes the decision to begin consuming alcohol, it is important that they are aware of the stages of intoxication that may occur as a result.  As these stages progress, it becomes very difficult to operate a vehicle or even walk properly.  Therefore, it is important for people to drink responsibly.  These stages of alcohol consumption are as follows, and are rounded figures:

1) Subclinical (B.A.C 0.01-0.05):  Here there is no apparent influence and behavior is nearly normal by ordinary observation.  A person’s sight begins to change slightly, but this is only detectable by special tests.

2) Euphoria (B.A.C 0.03-0.12):  At the lower levels here, there is a mild euphoria, increased sociability, talkativeness; and as the stages progress, decreased inhibitions, diminution of attention, judgement and control.  At the higher levels here, a person’s information process is slowed, and there is a loss of proficiency in finer performance tests.  This is when a person begins to get intoxicated and should not be operating a motor vehicle.

3) Excitement (B.A.C 0.09-o.25):  As alcohol impairment increases, emotional instability, loss of critical judgment, decreased sensitory response, reduced visual acuity, peripheral vision, drowsiness, and impaired balance. 

4) Confusion (B.A.C 0.18-0.30): Disorientation, mental confusion, disturbances of vision, increased pain threshold, slurred speech, apathy and lethargia are symptoms of a person’s confusion from alcohol impairment.  Charges begin to increase exponentially as drivers get behind of the wheel of a car in this state.

5) Stupor (B.A.C 0.25-0.40): Approaching loss of motor functions, decreased response to stimuli, marked muscular incoordination, inability tero stand or walk, vomiting, incontinence, sleep or stupor.

6) Coma (B.A.C 0.35-0.50)

Police Sergeant Facing Charges After Drunk Driving Arrest

A police sergeant is facing charges after being arrested for drunk driving early Wednesday morning.

According to police, the 49-year-old sergeant was pulled over just before 3 a.m. on West Sunset Drive. He was charged with driving while impaired, driving left of center, having a fictitious or expired registration plate and expired inspection.

The Waxhaw Police Department has not commented on whether any actions are being taken against the sergeant.

Underage Drinking Parties Broken up in York County

Two underage drinking parties in York County, South Carolina were broken up by deputies last week.  For the first incident, three females age 12, 13, and 14 were cited with Minor Possession of Beer/Wine and released to their parent’s custody.  A man was also charged with Contributing to the Delinquency of Minors.  This took place at a home on McConnells Highway in Sharon, SC.

The second party was broken up at the Plaza Hotel in Fort Mill, SC where York County Officers discovered a 21-year-old man with four teens.  Cases of beer were littered around the hotel room.  He was charged with Transfer of Beer to a Minor and the youths were charged with Possession of Beer/Wine by a Minor.

Recent DUI Checkpoints on Interstate-77

Recently there has been a DUI crackdown on Interstate 77, near Rock Hill, SC, has accumulated almost 20 arrests on driving under the influence and more than 70 total traffic citations.  Also, a Lancaster County, SC operation on U.S. 521 led to 10 additional arrests on DUI charges. 

Of the people arrested, five of them were drug-related, five were for driving under suspension, and nine were illegal alcohol cases.  However, the majority of them were for minor traffic violations, such as a broken tail light or an expired registration.

The officers reported that for some of the stops, people had marijuana and open containers in plain sight of the officers.  Troopers have stated that they plan on initiating more traffic stops such as this in the late hours of the night. 

Finally, the officers set up a mobile breath test unit that tested the driver’s BAC, and if it registered higher than a 0.08, they were brought toYorkCountyDetentionCenter.  The ramps were chosen because of the statistics of accidents in the area such as the volume of the traffic, the layout of the ramps, and the crash records in the area.
